Cartwright was born in Dawlish in Devon.

He worked for the navy in a civilian capacity. and when the Ionian Islands came into the possession of the British  after the Treaty of Paris in 1815, he was appointed paymaster-general of the forces in Corfu, a position he held for some years. The nature of his post gave him many opportunities for making sketches of the islands and he produced many fine paintings of Corfu which are highly sought after in auction
